چکیده
This paper goes beyond a simple glance at the immediate results of the 1992 failure of the London Ambulance Service’s computer aided dispatch system and explores the sequence of events leading up to the incident in attempt to determine professional responsibility and how the project might have benefited from a more formal specification of the software system.

Using Actor Network Theory to Interpret the Introduction of Information Systems within the London Ambulance Service
This paper presents a comparative analysis of two attempts to computerize the dispatch system (known as CAD) for the London Ambulance Service (LAS). These two cases are relatively well known and the first attempt has been characterized as a „failure‟ and the second as a „success‟. However, this analysis focuses on the human elements and uses Actor Network Theory (ANT) as the comparative interpr...
متن کاملLessons from the Failure and Subsequent Success of a Complex Healthcare Sector IT Project
This paper argues that IT failures diagnosed as errors at the technical or project management level are often mistakenly pointing to symptoms of failure rather than a project’s underlying socio-complexity (complexity resulting from the interactions of people and groups) which is usually the actual source of failure. We propose a novel method that adopts a socio-complexity lens, Stakeholder Impa...
متن کاملWhy the closest ambulance cannot be dispatched in an urban emergency medical services system.
INTRODUCTION Response time performance is related to increased survival for a relatively small group of patients with critical emergencies. Effectively utilizing current resources is a challenge for all emergency medical services (EMS) systems for reasons of cost-effectiveness and safety. PROBLEM The objective of this study was to identify opportunities for improving ambulance response-time p...
متن کاملEvaluating Failure: The Case Of UKeU
The failure of the UK e-university, known as UKeU, is an interesting case study for evaluating the effectiveness of ICT. Useful lessons can be learnt about the scale and focus of successful technologyenhanced learning in HE, and about project management. This case study brings the technological focus up-to-date with regard to earlier examples used in teaching students about best practise, such ...
متن کاملThe Golden Circle: a way of arguing and acting about technology in the London Ambulance Service
This paper analyses the way in which the London Ambulance Service recovered from the events of October 1992, when it implemented a computer-aided despatch system (LASCAD) that remained in service for less than two weeks. It examines the enactment of a programme of long-term organizational change, focusing on the implementation of an alternative computer system in 1996. The analysis in this pape...
